Abstract

In accordance with the enactment of the Fundamental Act on Cooperatives, the necessity of the HRD of the cooperative workers was enlarged owing to the Cooperatives expanding in size. On this article, Spencer & Spencer's A Generic Cross-culturally Vaild was used as a basic framework, because almost all of the cooperative workers were composed of mainly representative director and directors. This study was carried out in 4 steps applying Dubois's Modified Jop Competency Assessment Method and the panel of experts. 7 competency groups which includes 17 competencies of the cooperative workers were discovered by this study. Detailed 7 competency groups are as follows; Firstly, Accomplishment Competency Group are leadership, patience, data collection & analysis, and collective responsibility. Secondly, Crisis & Problem Solving Competency Group are planning and creative problem solving. Fourthly, Impact Competency Group is persuasion. Fifthly, Instruction & Control Competency Group is communication capability. Sixthly, Others-oriented Competency Group are faithfulness, trust, community spirit, teamwork, and organizational commitment. Lastly, Other Competency Group is profit generation. Competency models developed by this study will be used as the HR utilization of the cooperative workers and the basic materials of their educational development.
