Abstract
<pre>Stakeholders are individuals or groups that are actively involved in activities that are affected by both positive and negative. The roles of stakeholders are needed by the three actors, the development of tourism can be done optimally. Each stakeholder involved has different influences and interests in accordance with their sphere and responsibilities, so that their involvement will provide different benefits in the implementation of tourism development. The results of this study are related to the stakeholders involved in the development of community, government, and private sectors, and stakeholders involved in tourism development have done various development both physical and non-physical development. Cooperation and communication between stakeholders is relatively good so that it accelerates the process of implementation of tourism development.</pre>

Stakeholder sekunder adalah pihak yang memiliki minat atau kepentingan secara tidak langsung, atau pihak yang tergantung pada sebagian kekayaan atau hal ini dilakukan oleh Pemerintah Dinas Pengairan dan Pemukiman Provinsi Lampung, dengan demikian Pemerintah Dinas Pengairan dan Pemukinan Provinsi Lampung ikut terlibat dalam proses pengem-bangan Wisata Talang Air di Kelurahan Pajaresuk Kabupaten pengembangan Wisata Talang Air di Pringsewu. Berdasarkan hasil wawancara, observasi, dan dokumentasi dapat disimpulkan bahwa yang berperan sebagai Stakeholder contest setter dalam pengembangan Wisata Talang Air di Kelurahan Pajaresuk Kabupaten Pringsewu adalah masyarakat yang ikut mungkin tidak ada, namun mereka dapat menjadi pengaruh jika membentuk aliansi dengan stakeholder lainnya. Pemerintah Dinas Kabupaten dan Provinsi yang terlibat memiliki kepentingan yang tinggi dalam proses pengembangan Wisata Talang Air untuk dokumentasi dapat disimpulkan bahwa yang berperan sebagai stakeholder players dalam pengembangan Wisata mencapai terlaksananya program kerja masing-masing dinas namun mereka memiliki pengaruh yang kecil terhadap. Berdasarkan hasil wawancara, observasi, dan dokumentasi dapat disimpulkan bahwa yang berperan sebagai stakeholder crowd dalam pengembangan Wisata Talang Air di Desa Pajaresuk Kabupaten Pringsewu adalah pihak Bank Lampung, CV. Interest adalah minat atau kepentingan stakeholder terhadap pembangunan, sedangkan yang dimaksud dengan power adalah kekuasaan stakeholder untuk mempengaruhi atau membuat kebijakan maupun peraturanperaturan pembangunan, penjelasan gambar 4 tersebut yaitu:
