Abstract

This research was conducted in Kampar District, Kampar Regency. Kampar Regency made a regional regulation to realize the concept of retribution services running well. One of the matters entrusted to the Regency or City area is the provision of public facilities and infrastructure such as markets. The market is considered important in addition to making it easier for the community to obtain household needs, it is also a means of providing opportunities for the community to do business both formally and informally. In order to maintain comfort and public order, the policies that take place in the market, each region, regency or city forms an agency or agency, the management of activities in the market is through an official body such as the market service. The levy collection system at the Rumbio market is through village officials giving it to the village head, the village head giving it to the market UPTD from the UPTD giving it to the Kampar Regency market service indirect collection by the market manager so that the delivery of problems felt by traders cannot be conveyed directly to the district market service Kampar. From the research results, it can be concluded that Regional Regulation Number 7 of 2012 concerning Public Service Retribution is categorized as not optimal. This can be seen in the planning for collecting fees that has not received a good assessment from the community.
