Abstract

Brazilian family farming is important for the production of foodstuffs and also for promoting the maintenance of man in the field, so it becomes necessary to implement public policies to promote their empowerment and recognition. In 2009, Law 11.947 approached family farming and education, because it determines that from the total financial resources allocated by the National Fund for Education Development - (FNDE), under the National School Feeding Program- PNAE, at least 30 % should be used to food purchase directly from family farmers and from the rural family entrepreneur or from its organizations. For the food purchase from family farms, municipalities must make Public Calls. Four years after the publication of Law, some municipalities still have difficulties with its implementation. The objective of this study was to analyze the implementation of the Law in the municipalities of the Fruit Circuit-SP.Interviews with the actors of the process of implementing the legislation were held in the municipalities. The results showed that some municipalities are still not using Public Call to purchase products from family farms, besides the small adherence of family farmers in the municipalities that have published public calls.Keywords: National School Feeding Program (PNAE); Law 11.947/2009;Family farming; Public policies.
