Abstract

In line with the changes of the last few years, the submarine fleet has lost about half its strength, with the concomitant strain on both personnel and craft, But while there are certainly difficulties, there is also optimism. As Commanding Officer of HMS TORBAY, Commander Beadnell is particularly well placed to examine the operational effectiveness of the submarine fleet under resource constraints. He clearly sets out the key role submarines play in national and alliance defence, as ‐ well as pointing to wider security roles. After a discussion of the deterrent role of the submarine and the wide range of operations and options they can provide, he concludes that the flexible and effective capabilities of submarines, not to mention high standards of personnel, make for a bright and productive future for the hitherto ‘silent service’.
