Abstract

Intelligent urban emergency management is a key issue in the attempt to rapidly improve urban emergency response and management capabilities. With the popularity of the Internet of Things (“IOT”), this paper combines high-quality hardware and robust software systems to build a logical framework for urban emergency management system based on the Internet of Things. The IOT-based urban emergency management system consists of a normal management subsystem, an information subsystem, a decision-making subsystem, an execution subsystem and a feedback subsystem throughout ex-ante preparation, in-process response and ex-post recovery. They provide technical support from three aspects of IOT perception, data management and application services. A safeguard system is proposed in terms of regulations & standards and security guarantee. Systematic new measures for building an intelligent urban emergency management system are put forward.
