With China entering a new era of socialism, it has become a new mission and task for colleges and universities to cultivate more innovative and entrepreneurial talents who can meet the needs of national innovation driven development strategy. Innovation and entrepreneurship education is the trend of higher education reform and development in the new era. The development of corresponding education and teaching activities cannot be isolated from professional education. China's higher education is based on professional education and aims to cultivate comprehensive talents with certain professional level and skills. It has formed a relatively stable and standardized education system. Innovation and entrepreneurship education in domestic colleges and universities began at the end of the 20th century, mainly relying on the "innovation and entrepreneurship" curriculum to cultivate students' innovation and entrepreneurship consciousness and practical ability, so that students can adapt to the needs of social and technological development, and smoothly carry out innovation and entrepreneurship activities in related fields. However, China's innovation and entrepreneurship education just started, and the combination with professional education is not close enough, and there is still a certain distance from the requirements of innovation driven development strategy for talents. In the process of education, we need to clearly recognize the shortcomings of the current professional education, and what specific measures should be taken in the process of organic integration with entrepreneurship and innovation education and the construction of educational practice system to realize the effective cultivation of innovative compound talents, enhance the core competitiveness of professional technology, and promote the sustainable development of higher education.

College students' innovation and entrepreneurship education is an education to cultivate college students' innovative spirit, entrepreneurial awareness and ability to improve innovation and entrepreneurship. At present, the actual development effect of innovation and entrepreneurship education in China is not obvious. The innovation ability of college students needs to be improved, the proportion of innovation and entrepreneurship is still relatively low, and the success rate of entrepreneurship is not high. Therefore, we suggest that university libraries need to make full use of big data technology to better serve innovation and entrepreneurship education, thus effectively improving the effectiveness of innovation and entrepreneurship education, and facilitating the development of more innovative and entrepreneurial talents. Firstly, it expounds the connotation of innovation and entrepreneurship education, analyses the application of big data in university libraries, and secondly proposes the mechanism of cross-functional collaboration. Then, by integrating the independent data resources of university functional departments, the mechanism overcomes the problem of 'fragmentation'; finally, and innovatively proposed the establishment of new archives, and then through the means of big data for innovation and entrepreneurship education, and ultimately improve the quality of innovation and entrepreneurship education.

The purpose is to meet the needs of social development, encourage college students’ employability, and alleviate social pressure. First, the domestic and international employment situation is discussed along with the derivation of entrepreneurship education. Second, ideological and political education is summarized, and accordingly, its internal advantages and external conditions are explained. Then, the current situation and existing problems of entrepreneurship education in Chinese higher education institutions are analyzed from the perspectives of entrepreneurship ideology, entrepreneurship thinking, and entrepreneurship ability. Consequently, a proposal is put forward to integrate entrepreneurship education into ideological and political education to promote the coordinated development of the multidisciplinary course. Finally, the Questionnaire Survey (QS) is designed on the relationship between college students’ entrepreneurship education and ideological and political education, and the QS is conducted from three aspects: college students’ entrepreneurship views, suggestions, and cognition of the ideological and political education. The QS results show that less than 10% of students are very interested in entrepreneurship education, and most students believe that entrepreneurship education plays a very limited role in their growth. Additionally, classroom teaching accounts for the most in entrepreneurship education, while extracurricular practice accounts for only 15%. In terms of teaching content, 80% of students believe that teachers of professional courses have made outstanding contributions to teaching results, but the number of teachers of professional courses is the least among all teachers. Further, the satisfaction of entrepreneurship education among college students is analyzed through the QS by issuing to three local higher education institutions, finding that the college students’ understanding of entrepreneurship education is incomplete. The advantages of ideological and political education should be fully exerted to improve the recognition of entrepreneurship education, and entrepreneurship education should be integrated into daily teaching content. In this way, entrepreneurship education and ideological and political education can be fused, and entrepreneurship education can promote students’ entrepreneurial ability and entrepreneurial thinking.

Against the dual backdrop of globalization and the rise of social entrepreneurship and innovation, cross-border educational cooperation has become a core vehicle for fostering college students' global competitiveness and social entrepreneurial capabilities. Grounded in the "international synergy" dimension of educational governance, this study takes social entrepreneurship and innovation as the entry point to explore the impact of cross-border educational cooperation programs (such as joint training, international innovation and entrepreneurship competitions, and overseas practice bases) on college students' global mindset, social responsibility, and social entrepreneurial intentions. Based on the Theory of Planned Behavior, an intermediary effect model of "cross-border educational governance elements - global mindset - social entrepreneurial intentions" is constructed to reveal the functional paths of governance elements including curriculum design, faculty collaboration, and practical platforms. Through cross-country surveys (covering China, the United States, Germany, and Singapore) and multiple case studies, this research compares the differences in governance models of cross-border innovation and entrepreneurship education among universities in different countries, and extracts international innovation and entrepreneurship education governance experiences suitable for the Chinese context. The innovation of this study lies in the in-depth integration of the international dimension of educational governance with social entrepreneurship and innovation research, filling the research gap in the existing literature regarding the connection between "global perspective cultivation and social entrepreneurial capability enhancement"; it also addresses practical challenges in cross-border innovation and entrepreneurship education cooperation, such as poor resource integration and inconsistent standards, from a governance perspective. The research findings provide theoretical guidance for universities to improve students' global competitiveness and social entrepreneurial capabilities through international educational governance, aligning with the cutting-edge research directions of "social entrepreneurship and innovation education" and "cross-border educational governance" globally.

Secondly, the existing innovation and entrepreneurship education modes in colleges and universities in China were introduced. Thirdly, a simple comparative analysis was conducted on the internal and external characteristics of LOC. Finally, an investigation was performed on the innovation and entrepreneurship ability of college students. The results demonstrate that the average score of students’ innovation spirit is 3.302, with a standard deviation of 0.481, suggesting that the current college students’ overall innovative spirit is moderate. Besides, students get moderate scores in each dimension, and the difference between different students is slight. Among them, the mean of reflectiveness is the highest (M = 3.446, SD = 0.540), and the mean of criticality is the lowest (M = 3.160, SD = 0.481). The average score of the current students’ entrepreneurial ability is 3.112, indicating that the students’ entrepreneurial ability is above the average. From the perspective of each dimension, students have the lowest score in opportunity discovery ability, which is at a low level (M = 2.821, SD = 0.873), while the other five dimensions are at a medium level. The highest is strategic decision-making ability (M = 3.264, SD = 0.749). At the same time, factors such as gender, grade, institution, and students’ relatives significantly impact students’ innovation and entrepreneurship ability. It can be concluded that colleges and universities should focus on controlling the quality of innovation and entrepreneurship teaching and guiding and carrying out innovation and entrepreneurship practice activities. They should also encourage students to participate in courses and activities related to innovation and entrepreneurship to improve college students’ innovation and entrepreneurship ability.

With the rapid advancement of artificial intelligence technology, its applications within the educational sector have gradually become more widespread. As a critical component in the cultivation of future innovative talents, higher education's entrepreneurship and innovation education faces multiple challenges, such as outdated teaching models, a singular educational service system, and low resource utilization efficiency. This paper explores how AI technology can empower higher education's entrepreneurship and innovation education, driving transformative changes in teaching models through personalized learning path planning, intelligent teaching evaluations, and virtual reality simulations. Additionally, services such as intelligent mentor consultations, automated assessments of entrepreneurial projects, and precise information dissemination have effectively enhanced the educational service system for innovation and entrepreneurship. Moreover, the application of AI technology has facilitated the deep integration of universities with enterprises, industries, and practical applications, creating platforms for resource sharing and cultural exchange, and fostering a favorable ecosystem for innovation and entrepreneurship. However, the integration of AI technology in education also brings challenges such as ethical risks, data security issues, faculty development, and cost concerns, which necessitate comprehensive countermeasures. Through in-depth analysis, this paper provides theoretical support and practical guidance for the integrated development of higher education's entrepreneurship and innovation education.
