Abstract

AbstractThe artificial intelligence(AI)industry develops rapidly in China in recent years. China's governments have made relevant policies for this promising industry. This paper constructed a two‐dimensional research framework of policy tools and policy objectives for quantitative study of policy texts. We analyzed 39 Chinese national policy texts from 2015 to 2019 in which the AI industry is mentioned. We found that for China's AI industry policy‐making, supply‐side policy tools are most widely used, whereas the application of environmental‐side and demand‐side policy tools are relatively limited. The policy objectives mainly focused on industrial upgrading. Due to the uneven distribution of policy tools applications, we put forward some suggestions for better AI industrial policy‐making.
