Abstract
A general design Protocol is proposed to essentially eliminate a major cause of laser injury accidents. The use of protective eyewear for primary protection is discouraged by requiring that systems be designed to be Class I in all operating modes. The Protocol applies primarily to the laser product manufacturer. However, the Protocol may be applied in the laboratory where “open beam” optical systems are being developed. To minimize the likelihood of laser injury accidents in these systems, additional protective rules must be followed. For controlling the injury potential environment, an alternative to the standard operating procedures (which has never been standardized), called a sequence of events, is proposed to support the Protocol application.
