Abstract
A PARTICIPACAO SOCIAL COMO REQUISITO DA GOVERNANCA AMBIENTAL: A VOZ DA SOCIEDADE NAS CONFERENCIAS DO CLIMA DE COPENHAGUE E PARIS Resumo: Realiza-se, por meio de recorte especifico sobre a participacao da sociedade civil nas discussoes climaticas, analise sobre a participacao social como requisito intrinseco da governanca ambiental. Para tanto, contextualiza-se a participacao social, bem como os instrumentos de participacao previstos na legislacao ambiental brasileira. A seguir, estuda-se a participacao social na Conferencia de Copenhague (COP-15), tracando paralelo com a participacao na conferencia que culminou com o Acordo de Paris (COP-21), as conferencias de maior repercussao e representatividade dos ultimos dez anos. SOCIAL PARTICIPATION AS A REQUIREMENT FOR ENVIRONMENTAL GOVERNANCE: THE VOICE OF SOCIETY IN THE CLIMATE CONFERENCES OF COPENHAGEN AND PARIS Abstract: The paper aims to analyze social participation as an intrinsic requirement for environmental governance, specifically addressing the participation of civil society on the climate issue’s discussions. For this purpose, the article presents a brief contextualization of social participation, as well as the instruments of participation provided by the Brazilian environmental legislation. The paper analyzes social participation in the Copenhagen Conference (COP-15), drawing a parallel to the social participation at the conference that culminated in the Paris Agreement (COP-21).
