Abstract
According to the decisions of the Twenty-fifth Congress of the Communist Party of the Soviet Union (CPSU), the development of education under the Tenth Five-Year Plan must correspond to the demands of scientific-technological progress and to the tasks of securing a steady rise in the cultural, technical, and educational level of the working people and improving the training of skilled workers and specialists.
