Abstract

The creative labor of the Soviet people during the Ninth Five-Year Plan brought historic new victories in communist construction. The appeal of the Central Committee of the Communist Party of the Soviet Union (CPSU) to the Party and the Soviet people; the decree of the CPSU "On the Socialist Competition for a Worthy Observance of the Twenty-fifth Congress of the CPSU"; the speech of Comrade L. I. Brezhnev, General Secretary of the Central Committee of the Party, at the gala session devoted to the 250th anniversary of the USSR Academy of Sciences; the decisions of the December (1975) Plenum of the Central Committee of the CPSU; and our Party's new program document - the draft of the CPSU Central Committee to the Twenty-fifth Congress, "Basic Directions for the Development of the USSR National Economy in 1976-1980" outlined the long-range plans for the further development of all aspects of the life of our society, based on the latest advances of science and technology. The Soviet people are enthusiastically preparing for the next Party congress and are striving to greet it with new labor victories.
