Abstract

Today oil and gas complex in the Russian Federation plays a key role, and state’s concernment in its development is evident. But for large-scale projects implementation even with participation of fundamental and applied science, state power and business, this branch faces a significant problem – highly qualified specialists scarcity. Rapid development of technique and technology requires large-scale training and retraining of companies staff. The level of knowledge, which a young specialist has when coming to work in a company, leaves a lot to be desired; it shows disbalance between companies requirements for qualification of educational in situations graduates and training programs content. This article deals with the current state and development prospects of oil and gas complex in the Russian Federation, problems connected with deficiency of technical specialists in certain areas of the branch, a vacancy sheet closing of which is a worldwide problem. Factors which cause highly qualified personnel deficiency are elicited in the article as well. It describes the problems of modern oil and gas formation and higher education institutions where training of profession-oriented engineering and technical personnel is concentrated. Various tools used by enterprises for head hunting and vacancies closing are recited here. Guidelines for personnel department’s employees of enterprises on arranging the system of vocational training within organizations, and for higher education institutions on necessity of cooperation with oil corporations, orientation on their needs are given in the article. It’s also necessary to pay attention to an employee as to a personality, consult his interests and ambitions. The most perspective forms and systems of continuous on-job education are suggested in companies for personnel development, all these are considered to be the priority for companies. The article offers a complex system of recruitment and control model of employees providing system, which well-coordinated work in a short period of time will provide organization with complete staffing of a company.
