A jurimetria e o Conselho Nacional de Justiça: a estatística e os macrodesafios do Poder Judiciário

Abstract

A JURIMETRIA E O CONSELHO NACIONAL DE JUSTICA: A ESTATISTICA E OS MACRODESAFIOS DO PODER JUDICIARIO Resumo: O artigo trata de consideracoes sobre jurimetria e suas relacoes com as metas estabelecidas pelo Conselho Nacional de Justica que visam a dar maior eficiencia ao Poder Judiciario. Adota-se a perspectiva de que a jurimetria, atraves da sistematizacao estatistica de demandas, auxilia o Conselho Nacional de Justica elaborar politicas administrativas e melhor gerir os recursos orcamentarios. Objetiva-se analisar alguns conceitos que envolvem a jurimetria, bem como investigar como as estatisticas podem auxiliar o Direito na busca por eficiencia no Poder Judiciario. Optou-se pela pesquisa bibliografica e documental e nas consideracoes utilizou-se o metodo dedutivo. Justifica-se a pesquisa pelo fato do judiciario vivenciar enorme crise devido ao elevado congestionamento processual, desta maneira, precisamos questionar se as metas impostas pelo CNJ estao preocupadas apenas com aspectos quantitativos e desta maneira se afastam de criterios qualitativos no que tange ao acesso a justica. Neste sentido, cabe verificar como a jurimetria pode ajudar na promocao da gestao administrativa e de que forma colabora com a desconstrucao dos litigios e no acesso a justica. THE JURIMETRY AND THE NATIONAL COUNCIL OF JUSTICE: THE STATISTICS IN THE CHALLENGES OF THE JUDICIARY Abstract: The article deals with considerations about jurimetry and its relation with the goals established by the National Council of Justice that aim to give greater efficiency to the Judiciary. It is assumed that jurimetria, through the statistical systematization of demands, helps the National Council of Justice to elaborate administrative policies and better manage budgetary resources. The objective is to analyze some concepts that involve jurimetry, as well as investigate how statistics can help the Law in the search for efficiency in the Judiciary. We chose the bibliographical and documentary research and in the considerations the deductive method was used. This research justified by the fact that the judiciary is experiencing an enormous crisis due to the high procedural congestion, so we have to question whether the goals imposed by the CNJ are only concerned with quantitative aspects and thus distance themselves from qualitative criteria regarding access to justice. In this sense, it is necessary to verify how the jurimetry can help in the promotion of the administrative management and of how it collaborates with the deconstruction of the litigation and in the access to justice.
