Abstract

Institutions all over the world are faced with change forces, impacting on their reputation and even threatening provision of quality services to students in all regards. Quality is still defined in various ways, and there are also perceptions that existing quality mechanisms which are in place are sufficient. There is a range of concerns and barriers that are evidently impacting on the establishment of a culture of quality in higher education. Among the most crucial links in the chain of successful implementation of a quality culture at a university are the support of management, sound governance structures, but ultimately the individual employee, since implementation of policy is in his or her hands. Even in unstable environments, institutions should embark on this process of establishing an embedded quality culture. The challenge is to apply research findings, observations, lessons learnt and information obtained from the literature to design a strategy aimed at establishing a culture of quality. Most importantly, however are those utilised for embedding quality into institutional cultures in an ever-changing and unstable environment in order to ultimately display evidence of true improvement?
