Abstract
In order to achieve the national conservation target of the 5th National Biodiversity Strategy(2024-2028), this study aims to identify the potential OECMs, known as Natural Coexistence Areas in Korea, focusing on the sites under the jurisdiction of local governments. In total, 1,067 ordinances with nine keywords in the legal titles of 243 registered municipal ordinances (as of March 2024) in the municipal ordinance information system (Elis) were reviewed. Seventeen ordinances, that mentioned the protection of specific species or specific areas or that contained conservation area provisions in their titles were selected. The 22 areas designated and managed by the 17 selected ordinances were reviewed for each of the four K-OECM criteria: ① whether the area is a protected area, ② geographic boundaries, ③ governance and management, and ④ biodiversity value. This review identified six sites with a high potential for OECM. As a result of the review process, 6 sites were selected to have highly potential to be OECMs.
