Abstract

In the article, the author analyzes the effectiveness of the RA state procurement tender procedures. With a comparative examination of the facts, he developed concepts about the efficiency of competitive procurement provided by legislation, and then presented his own approaches and proposals from the point of view of further increasing that efficiency. The point of view is being developed that starting from 2019, the average rate of participants in procurement procedures carried out in the form of a request for quotations is decreasing and approximately coincides is with the decrease of its calculation economy indicator, and the amount of purchases using open tenders is increasing in dram terms, but accompanied by a tendency to decrease the number of participation cases and calculation economy until 2021, so the request for quotation and open tender should turn into more automated options over time and increasingly resemble electronic auctions. In light of increasing competition and rising costs, digitizing procurement and supply management (PSM) is a key investment priority for organizations, as this area tends to lag behind other business functions. That's why advanced digital technology, Robotic Process Automation (RPA), is increasingly being used to redesign, optimize and automate procurement processes. This technology consists of software licenses (so-called bots) that imitate human behavior and actions.
