Abstract

The paper aims to identify specificity of organizing juvenile correctional institutions in Soviet Russia in the years of New Economic Policy. The authors examine causes of increasing juvenile delinquency in the Siberian region in the period of New Economic Policy and describe preventive measures that were taken by the state bodies. Scientific originality of the study lies in the fact that relying on previously unpublished archival materials, the authors analyse regional experience in struggle against juvenile delinquency. The conducted research allows concluding that the juvenile correctional system was not formed during that period, efforts of the state bodies to eliminate juvenile delinquency turned out to be inefficient.
