Abstract

The purpose of the article is to consider the formation and development of the Soviet Militsya of Belarus in the context of the processes of formation of the Belarusian statehood. The author establishes the relationship between the evolution of the state structure, the territorial basis, the structure of the executive power and law enforcement agencies. The workers-and-peasant militsya was considered as an attribute of statehood and at the same time as an organ of class dictatorship, an instrument for implementing the Soviet government policy. Much attention is given to archival documents and legal acts that allow to imagine the organization and content of the activities of the Belarusian Militsya during the period of establishment of Soviet power. As a result, the author draws conclusions that the formation of a full-time centralized militsya structure started in late 1920 - early 1921, and further changes in its organization and activities were determined by the socio-economic and political situation that was developing in the Republic of Belarus.
