The relevance of this article is determined by the necessity to ensure the competitiveness of educational institutions in the educational services market. Modern challenges require educational institutions to continuously improve their activities. Successful development of an educational institution is possible only through the integration of innovations that stimulate the achievement of its goals and contribute to improving the quality of education for students. This aligns with the interests of Ukrainian society, which, like any other developed society, is interested in a high level of educational services. With the growth of the educational services market and increasing competition, it is important for leaders of educational institutions to focus on searching for and implementing innovative management technologies to secure significant competitive advantages. Thus, the current market conditions and the need for competitive struggle highlight the importance of innovations for leaders, with innovative management technologies becoming key to achieving the goals of the educational institution and enhancing the quality of education. Objective: To analyze the readiness of future leaders of educational institutions to implement and apply innovative management technologies to enhance the competitiveness of their organizations in the educational services market. Methods: Study of scientific sources, legislative and normative-legal documents, surveys and interviews, case studies, SWOT analysis, expert assessments, and modeling. Results: During the study, the readiness of future educational institution leaders to implement innovative management technologies was evaluated; key barriers and challenges faced by future leaders, including limited resources, fear of change, and an insufficient level of knowledge about innovative technologies, were identified. At the same time, positive aspects were also discovered, namely a high level of motivation for learning and improvement, and readiness to introduce innovations to enhance the quality of education and adapt to modern labor market requirements. A comprehensive set of measures to increase the readiness of future leaders for innovation was developed and substantiated. This includes professional development programs, mentorship, and the creation of innovative educational spaces for experimentation and practical application of new approaches. The role of strategic planning in the successful implementation of innovative management technologies was also determined, which involves clear formulation of the mission, vision of the educational institution, as well as the development of specific goals and tasks to achieve defined results. Conclusions: This article examined the readiness of future educational institution leaders to apply innovative management technologies, which is crucial for enhancing competitiveness and the quality of educational services provided. The main barriers and challenges leaders may face when implementing innovations were identified, and methods to overcome these challenges were proposed. Special attention was given to the importance of a systematic approach and strategic planning in the process of adapting and implementing new practices in management. Developed and substantiated recommendations for focusing on innovative management practices include: enhancing the qualifications of future leaders, developing openness to change, and stimulating creativity and innovative thinking. It was determined that the successful implementation of innovative management technologies depends on a comprehensive approach that takes into account the specifics of the educational institution, the readiness of the staff for changes, and the presence of the necessary material and technical base. The findings of the study make it clear that innovative management technologies play a decisive role in forming an effective management model in modern educational institutions. Their implementation not only improves the quality of educational services but also ensures the sustainable development of educational organizations, meeting the challenges of the contemporary dynamic educational environment.

The article examines the structure and content of a model for developing the readiness of future heads of educational institutions to apply innovative management technologies. The relevance and importance of developing this model stem from the need to address the contradiction between the current demands of Ukrainian society for future educational leaders who are prepared to apply innovative management technologies and their actual level of readiness for such activities. Resolving this contradiction requires the development and theoretical substantiation of an appropriate model based on updated content, technologies, improved forms and methods, and pedagogical conditions that ensure the formation of such readiness. We consider the model for developing the readiness of future heads of educational institutions to apply innovative management technologies to be a holistic, complex, and multifaceted pedagogical system that cannot be studied directly. Therefore, it must be investigated through the development of an appropriate model. The design and theoretical substantiation of this model will optimize the process of preparing future educational leaders to apply innovative management technologies. We believe that the readiness of future heads of educational institutions to apply innovative management technologies aligns with the activity-based approach. Firstly, future leaders must have a comprehensive understanding of management activities, including their functions, content, technologies, forms, and methods. The acquisition and application of these technologies in management activities are possible only if they have clarified the essence of innovative management technologies and the specifics of building relationships among participants in the educational process. Secondly, a future educational leader must understand the management object and the characteristics of all participants in the educational process. We consider it appropriate to develop the readiness of future heads of educational institutions to apply innovative management technologies during professional training, as professional training is a process, while readiness is both its goal and its outcome. Therefore, the formation of this readiness should be carried out based on a well-developed and theoretically grounded model, which ensures the achievement of the intended results

INNOVATIONS IN MARKETING OF ECONOMIC EDUCATIONAL SERVICES

Urgency of the research. The quality of the provided educational services determines the competitiveness of the workforce and the state as a whole, therefore, marketing of educational services and innovative approaches to it become of paramount importance, which determines the urgency of the chosen topic of research. Target setting. The number of entrants in Ukraine is decreasing every year. This tendency has a negative impact on the formation of intellectual capital in Ukraine and explains the expediency of the use of innovative marketing technologies by institutions of higher education . Actual scientific researches and issues analysis. The publications of such economists as R. Veerappan, V. Johnson, S. Ilyashenko, N. Kalenska, F. Kotler, I. Mashtakov, A. Oberdhain, K. Fox and others are devoted to the problems of innovations and marketing in education. Uninvestigated parts of general matters defining. The approaches to marketing of educational services based on new technologies which influence on consumers’ choice of higher education institution, should be developed and substantiated. The research objective. The purpose of the paper is to substantiate the list of innovative technologies and types of marketing of economic educational services, taking into account the characteristics of segments of their consumers, based on the study of the opinions of graduates of schools, technical schools and colleges and their attitude to sources of information about institutions of higher education The statement of basic materials. A survey of graduates of schools, technical schools and colleges in various cities of Ukraine was conducted. Segments of potential consumers of economic educational services were selected. The set of innovative technologies and types of marketing for each segment are substantiated taking into account the characteristics of consumers and their attitude to sources of information about institutions of higher education. Conclusions. The scientific novelty of the results is in the developed sequence of stages of substantiation of innovative marketing technologies, which are expedient to be used by institutions of higher education, depending on the characteristics of the segments of consumers.

Effect of Workplace Spirituality and Servant Leadership on Service Quality in Higher Education: A Mediation Model of Job Satisfaction

Purpose: This study aimed to assess the impact of workplace spirituality and servant leadership on service quality in higher education. Design/methodology/approach: This was done by examining the function of job satisfaction as a mediator in this relationship. The study was carried out in a tertiary educational institution in Bali, Indonesia, and the data was analysed using PLS-based SEM (Structural Equation Model). Findings: The study findings indicate that (1) workplace spirituality and servant leadership in higher education have an impact on job satisfaction, (2) workplace spirituality and servant leadership do not have a direct effect on service quality in higher education, and (3) job satisfaction acts as a mediator between workplace spirituality, servant leadership, and service quality in higher education. Research limitations/implications: Research was carried out using scientific procedures and methods, but in its implementation, some limitations provide room for improvement in the future. Other variables that are decisive to service quality in education should be involved in future studies. Originality/value: Based on the findings, this study introduces a novel paradigm offering theoretical and practical advancements in ensuring quality of service in higher education. Additionally, it suggests fostering spirituality in the workplace and adopting servant leadership to guarantee lecturers' contentment to enhance the quality of service in higher education.

Managerial skill of the higher education institution heads

The current management evolution trends are characterized by the fact that it encompasses all areas of economic, social, educational, political life, allowing a better understanding of market problems, under the conditions of defining a large number of interconnections and restrictions. In a high-performance management, the ability to identify transformations and to report needs is affirmed, promoting professional competition, optimally manage resources, communicate effectively, develop innovative management strategies. For these reasons, today's constantly changing society, progress in various fields requires decision-makers to consolidate a modern way of thinking, to actively promote the abandonment of outdated leadership and organization mentalities and methods, in order to emphasize the training and management of human resources, to capitalize and stimulate the individual personality qualities of heads in educational institutions, including those of higher education, in the perspective of training managerial skills. Likewise, we mention the fact that the current higher education system has been facing various problems in recent decades, including: the sudden drop in the number of students; decreasing access to quality education; low results in national and international tests; high level of dropping out of university studies, showing a low level of motivation for learning. This set of problems is deduced from the study "Comprehensive evaluation of the educational sector in the Republic of Moldova", but also from the analysis of various reports, based on studies the student, as a subject of education. The persistence of the bureaucratic management model, rooted in the culture of higher education institutions and not only, the value system of teaching and managerial staff incongruent with the value system promoted in educational policy documents, but also the inconsistency of the distribution of managerial functions vertically and horizontally, represent factors that determine the decrease in motivation for a career in the field of education. Only in an educational institution, managers are the ones who promote the change, they feel that they should first know the conditions that determine the change and understand the attitudes and motivations that produce it. So, the role of change agent highlights the manager's concern for improvement and adaptation to the changes imposed by the environment. Exercising this role requires the manager to identify and exploit opportunities, but also to develop the ability to initiate changes to direct the institution towards the defined goals [115, pp.36-37]. In these described realities, the process of developing managerial skills in the leaders of higher education institutions becomes an essential desire to ensure effective and successful leadership, to respond to educational needs and challenges. Thus, we deduce the actuality and importance of researching the particularities of the managerial skill development among the educational institution heads, a spectrum that involves: a) double professionalization of the educational institution heads, reflected in the knowledge and qualities that emphasize professional skill, on the one hand, and the skill to lead managerially, on the other; b) the ability to develop an efficient system of relations in the institutional environment, aimed both at relations with subordinates and relations between subordinates, in order to establish a work climate favourable to performance; c) modeling a proper managerial behaviour, which positively influences the actions of subordinates, orienting them towards effective activities to obtain concrete results, corresponding to the established objectives; d) the authority with which is invested is on the one hand formal, specific to the position held by the manager in the institution; e) managerial creativity is necessary at a higher, innovative level to successfully face the demands generated by technical, technological, social changes, etc. f) the power of managerial resistance to requests is typical of the managers' activity, in particular, who are subject to decisional stress, time pressure, responsibility in the conditions of an open and sometimes/often contradictory pedagogical context; h) increased sense of managerial responsibility realized and continuously perfected by the manager as a superior attitude, internalized at the motivational, affective and character level, giving a superior social status in front of subordinates and superiors. The system of educational management must be oriented towards flexibility, diversity, generation, development and implementation of new ideas. Emerging from these ideas, we mention the fact that the dynamism of contemporary life, determined by the impressive changes in all spheres of activity, requires a continuous adaptation of the higher education system to the new orientations and realities. The orientation towards democracy and openness can ensure the success of the Republic of Moldova only if education forms personalities capable of capitalizing on new ideas, values, models of thinking, promote new individual behaviours, characteristic of a democratic society. But, the theoretical and empirical approaches differ at the level of particularities through which the success or efficiency of an educational institution is operationalized. In recent years, the importance of organizational factors for the quality of education has been highlighted, beyond strictly educational or didactic indicators. Therefore, the managerial staff in higher education institutions will orient the entire management activity of the institutions in the directions drawn by the mission of education and the educational ideal, by capitalizing on managerial skills and experience in the field, being accompanied by the ability to take initiative, to correctly approach problems, the ability to use one's own strengths and relationships and to assume potential risks. So, educational services represents a set of specialized activities, carried out through specific methods and techniques, developed and carried out within public institutions or organizations, belonging to a community, which aims to solve various categories of problems regarding the education and instruction of various categories of beneficiaries from the respective community. For these reasons, the development of the managerial skills of management staff from higher education institutions requires self-reflection, self-direction, self-appreciation and behavioral reconstruction, through self-assumption of changes, through professional awareness and responsibility. However, this requires the provision of continuous renewal and restructuring of one's own purchasing device, flexibility and responsiveness in relation to the circumstances that emerge along the way. From the problem described above, we deduce that the quality of educational services is determined by a multitude of factors, including the managerial skills of the educational institution heads, which requires the employment within the managerial system of competent, competitive, creative managerial staff with managerial performance, intrinsically motivated for quality managerial activity, for continuous development, with a pro-active attitude towards change. However, managerial staff is based on a certain amount of previously acquired knowledge, which will be used in different combinations, associations; correlations. The ability to solve problems depends, to a large extent, on the quality and richness of its cognitive repertoire, being subjected to restructuring and transformation, in order to obtain the desired solution.

Study of the Development Processes of the Modern Russian Market of Higher Education Services

Relevance. The relevance of the research topic is determined by the changing environment, the development of forms and methods of providing educational services in the higher education market. This market is characterized by an increase in the level of competition, the development of distance learning. Currently, the most significant criterion for choosing an institution providing educational services in the field of higher education is the quality of these services, their compliance with the high level of information technology development, the requirements of the digital economy, and integration into the international labor market.The purpose is concludes in the study of the parameters of the market of higher education services, as well as an analysis of the dynamics of these indicators.The objectives of the study are presented by: developing an algorithm for analyzing the development of the higher education services market, studying the dynamics of the development of the higher education services market in the context of digitalization and identifying trends.Methodology. Includes an overview of the Russian Federation expenditures on the development of education, the dynamics of the number of institutions of higher education, the quality of education and the dynamics of the higher education distance market in Russia.The results of the study show that the main trends in the market of higher education services are a decrease in the number of higher education institutions and an increase in the share of state institutions of higher education. One of the main trends in higher education in modern conditions is the development of educational services provided in a distance format.Conclusions. The development of the digital economy has determined the main trend in the market of higher professional education services in Russia, which is characterized by the growth of implemented distance learning programs, the development of digital educational platforms, and the implementation of innovative technologies for providing e-learning services.

Changes in the system of public administration necessitate improvement of the civil service system, a new personnel policy formation based on high-quality management standards and consideration of innovative human resource management technologies. The aim of the article is to propose a model for innovative human resource management (HRM) technologies implementation in the civil service of Ukraine. The authors analyse the research on HRM in the scientific and research literature. The article provides statistical data on the civil servants’ values, organisational culture, and positions of civil servants on improving human resource management. The aim of the proposed model is to introduce the ways for innovative HRM technologies implementation in the civil service; the result is improved HRM in the civil service via innovative technologies.

INNOVATIVE TEACHING TECHNOLOGIES IN THE DISCIPLINES OF MILITARY-PATRIOTIC EDUCATION

The work uses a complex of theoretical and practical methods: analysis of scientific and pedagogical literature, a comparative-analytical approach to determining the effectiveness of modern educational technologies, pedagogical observation, surveying students and teachers, as well as elements of experimental training on the implementation of digital and training methods in the educational process. The article reveals the theoretical foundations and practical potential of innovative teaching technologies in the process of military-patriotic education of students. Attention is focused on the fact that the modern system of national-patriotic training in Ukraine requires a reorientation from a traditionally informational model to a competence-based one, which ensures the formation of psychological resilience, teamwork, motivation for state defense, and readiness to act in extreme conditions. Key innovative approaches have been identified, including the use of project technologies, interactive forms of group work, situational modeling, elements of tactical games, and training programs for developing leadership and self-regulation. Significant emphasis is placed on the implementation of digital learning tools ‒ multimedia resources, virtual simulators, online courses, and remote communication platforms ‒ which ensure the continuity and accessibility of educational content even under martial law or evacuation. It is also emphasized that innovative technologies enhance the motivational and value component of education, deepen historical awareness, contribute to the development of youth civic positions, and form practical skills for behavior in security situations. The importance of interdepartmental cooperation between educational institutions, the Armed Forces of Ukraine, public organizations, and volunteer communities in expanding educational opportunities is outlined. The necessity of systematic training for educators in working with innovative tools and developing pedagogical skills in the context of digitalization is highlighted. It is concluded that the effective implementation of innovative technologies determines the quality of military-patriotic education, contributes to strengthening national identity, and forms a generation capable of ensuring the security and resilience of the Ukrainian state. It was found that the implementation of innovative technologies – such as interactive platforms, simulation simulators, project learning, virtual learning environments and augmented reality technologies - significantly increases the level of assimilation of educational material, student motivation and the quality of practical training. The use of digital technologies allows you to simulate real combat and crisis situations, forming team interaction, strategic thinking and self-control skills in students. A pedagogical experiment has proven that the use of innovative teaching methods increases the index of military-patriotic qualities formation by an average of 25–30% compared to traditional forms of education. Their use contributes to the development of civic activity, the formation of worldview guidelines and the readiness of young people to defend the Fatherland. Further development of the military-patriotic education system requires the creation of integrated educational platforms, training teachers to use modern technological tools and the development of methodological recommendations for adapting innovations to the educational environment.

ЛІЦЕНЗУВАННЯ ОСВІТНЬОЇ ДІЯЛЬНОСТІ ЯК ІНСТРУМЕНТ ЗАБЕЗПЕЧЕННЯ ЯКОСТІ ВИЩОЇ ОСВІТИ

The specific feature and at the same time the problem of formation of a holistic system of quality assurance of higher education in Ukraine is that the impe- tus for its formation was the adoption of the Law of Ukraine “On Higher Education” in 2014, in which all existing instruments of quality assurance of higher education were grouped for the first time within one integrated system, consisting of two subsystems – external and internal, each of which has its own list of mechanisms, tools, ways to ensure the quality of higher education, etc. Thus, the system and mechanisms for ensuring the quali- ty of higher education began to be formed and applied in practice without their prior scientific understanding and justification. Therefore, today the practice of their application is quite ambiguous and often contradictory, which does not contribute to neither a calm movement towards the gradual improvement of the quality of higher educa- tion, nor the effective spending of public funds during the development of this system. Therefore, each of these subsystems, including their components, requires its own research, understanding and justification in order to optimize all procedures, their coordination and balancing with each other, to avoid duplication and unnecessary “paperwork”. Thus, in particular, the external quality assurance system of higher education includes such a tool as licens- ing of educational activities in the field of higher education, which has undergone conceptual changes three times since 2014, which hinders both the solution of many problems by means of using this tool of quality assurance of higher education and effective operation of this tool in the market of educational services. The purpose of this article is to try to scientifically understand the mechanism of licensing of educational activi- ties in the field of higher education as one of the external tools to ensure the quality of higher education, including its components, and to make sound proposals for its further improvement. Research methods. The author used such methods of scientific cognition as general philosophical (universal), historical and logical methods, analysis and synthesis, induction and deduction, abstraction, generalization, analogy and others. The main results of the study. 1. Licensing of educational activities in the field of higher education is one of the most important tools of the system of external quality assurance of higher education and a mechanism for im- plementing state policy aimed at ensuring the ability of legal entities to provide educational services in higher education. The state is directly responsible to applicants, employers and society for the development of effective regulatory policy in terms of licensing, for the development and continuous improvement of licensing conditions, for the proper organization and continuous operation of the licensing mechanism (objective and fair compliance with licensors, licensing, licenses, impartial and systematic verification of compliance with licensing conditions by each of the participants in the market of educational ser- vices, uncompromising revocation of licenses provided that the fact of non-compliance of free economic conditions with the license conditions). 2. Stability of public relations is one of the important principles of public peace and the formation of trust in the state. Therefore, the state, which is responsible to educa- tion seekers and society for the proper functioning of the market of educational services in higher education and guarantees the ability of its licensed establishments of higher education to carry out relevant activities at the appropriate level, has no moral right to conceptually change the licensing mechanism three times. It is ineffi- cient, impractical and irresponsible. Thus, in particular, only at the level of laws of Ukraine (not to mention the level of Government resolutions and orders of the Ministry of Education and Science of Ukraine), the following con- ceptual changes took place: 1) term licenses issued for a period of 10 years were recognized by the legislator as indefinite without any transitional, balanced and compensatory mechanisms, which cannot be called a balanced state policy, taking into account previous experience in issuing licenses; 2) the licensing mechanism, which was issued specifi- cally for the field of higher education, was replaced by another - common to all types of economic activities (and these different mechanisms were in conflict for some time and “worked” at the same time); 3) the term of the applicant’s compliance with the li- cense conditions before the license was issued was signif- icantly reduced (from two months to 10 days) and the on- site inspections (directly to the establishment of education) were replaced by only a “paper” inspection. In addition, the inspection by “experts” was replaced by an inspection by “civil servants”. All this, taking into account the level of dishonesty in society, did not strengthen the responsibil- ity of the state to society for admission to the market of educational services in higher education (especially new ones), which really meet all licensing conditions and are able to provide services in higher education; 4) licensing “by specialty” (for example, “choreogra- phy” or “law”) has been replaced by licensing “at the level” (for example, a bachelor’s or master’s degree). Such a “simplification” of the licensing procedure for establishments of higher education actually eliminates any responsibility of the state to society for the ability of establishments of higher education to carry out educational activities in the relevant specialties, the list of which is approved by the Government. Scientific novelty of the research results. 1. The mechanism of licensing of educational activities in the field of higher education is considered through the prism (at an angle) of state responsibility for the quality of higher education to society, students and employers and as one of the most effective tools for public policy in higher education. Erroneousness and ineffectiveness of public policy was demonstrated, if it is not based on previous research. Conclusions and the author’s specific suggestions. 1. The quality assurance system of higher education should be the subject of in-depth and serious research, and any legislative changes should be based on the sound results of such research. Science must anticipate legislative change, and managers must base their policy decisions on scientifically sound data. 2. Improvement of the licensing mechanism should be carried out in the direction of delimitation of functions of formation of the state policy and its realization. That is, those who create the “rules of the game” do not have to follow them later, because in this case there is a real conflict of interest. The state, represented by the Ministry of Education and Science, cannot be both a regulator of the market of educational services, the founder of the vast majority of participants in this market (state establish- ments of higher education and research institutions) and a “guarantor of the ability” of all, including state-approved licensing terms. This approach cannot be considered balanced with regard to the responsibility of the state and universities for the quality of higher education. Under such conditions, everyone loses – education seekers, employers, society and the state itself. 3. Licensing should be subject to the specialty for which the establishment of education plans to provide educational services, not the level of education. The license for educational activities should be indefinite, but again – for the specialty, not for the level of education. 4. The quality of higher education cannot be ensured without the fulfillment by establishments of higher educa- tion of the minimum requirements – licensing conditions established by the state and which are the start and foundation of quality assurance. The compliance of an establishment of education with the licensing conditions must be controlled by the consumers of educational ser- vices and the state, and any non-compliance must quickly and inevitably lead to the deprivation of such an estab- lishment of the relevant license in the relevant specialty. Compliance with licensing conditions is the foundation for the formation of an internal system to ensure the quality of educational activities and the quality of higher education and should guarantee education a safe environment (namely in terms of sanitation, fire and environmental safety, no psychological danger, including bullying, etc.) from qualified teaching staff with appropriate educational and professional qualifications, availability of informa- tional support (powerful library fund, including digital, free internet access, advisory support for teachers, etc.), availability and security of infrastructure facilities that can provide, stimulate and maintain a healthy lifestyle in the younger generations. That is, the licensing conditions should include those requirements of the state that make the stay in the establishment of education safe, comfortable and one that promotes and stimulates the acquisition of quality higher education of a certain level and specialty. These requirements also need to be reviewed from time to time, as both universities and society evolve, and what is now considered to be the standard may not be the norm in a few years and requires a proper response from the state and establishments of higher education. At the same time, the improvement of licensing conditions should not lead to the need for establishments of higher education to obtain new perpetual licenses, but each establishment must constantly ensure its compliance with the licensing conditions (taking into account all changes).

CRITERIA FOR EVALUATING THE QUALITY OF BUSINESS EDUCATION IN BUSINESS SYSTEMS IN THE CONDITIONS OF WAR

Introduction. Ukraine is in difficult political and economic conditions. The war and the Covid-19 pandemic have a negative impact on the development of business systems. Losses caused by these events are not only economic, but also ecological, social and psychological. Instability of economic processes, forced relocation of enterprises, world trends and goals of sustainable development, internationalization processes caused a change in the business model. Enterprise systems have become more flexible and respond more quickly to the changing environment, both internal and external. In these conditions, the business needs updating and deepening the acquired knowledge and skills of employees in business schools or on remote platforms. This approach forms a global network of updated knowledge, draws attention to foreign methods of conducting business, evaluates the effectiveness of the processes of functioning of business systems. The study is focused on identifying the main criteria for assessing the quality of business education in entrepreneurial systems. Materials and methods. The methodological basis of the research is general and special scientific methods: generalization, abstraction, analysis, synthesis, logical-historical analysis, induction and deduction, comparison. The information base of the research consists of materials of research reports on the quality of education, periodicals and monographic publications. Results and discussion. The professional training of teachers is the guarantee of a high level of quality in the training of students. An important aspect of the quality of higher education is the formation of leadership qualities in graduates, planning and definition of a development strategy, description of specific business processes, personnel support, awareness and openness of information, customer orientation, evaluation of results. The quality of education is the factor that determines the economic development and competitiveness of the country, increases the world rankings. The basis of a successful business is high-quality business education, which is provided both by educational institutions and public organizations, educational hubs, and distance learning platforms. Internet platforms and educational hubs began to actively develop in Ukraine, in addition, education for adults was formed. Moreover, in the market of educational services, business education is provided both by educational institutions and hubs, remote platforms, the Women's Chamber of Business of Ukraine, and the public sector through grant programs. Two business schools are well-known in Ukraine: Ukrainian Catholic University (Lviv Business School) and Kyiv-Mohyla Academy (Kyiv Business School). In general, in economic educational concepts during business education, the main criterion for evaluating efficiency is the "balance of interests". It is defined as one of the key benchmarks in assessing the quality and effectiveness of personnel training. Over the past ten years, business education in Ukraine has been developing quite dynamically, absorbing foreign experience. Business-oriented people show ambition, learn to defend their own interests and conceptual approaches to conducting their business. Assessment of the quality of business education is an important element in the activity of the entrepreneurial system. The criteria for assessing the quality of business education should be determined in such areas as: learning motivation, learning process, learning effectiveness. Conclusions. Despite the war in Ukraine, business education remains popular and gaining momentum. In general, business education is changing the format from offline learning to online. Educational hubs, remote platforms and courses that are offered in parallel to trainings and business education programs for deepening or consolidating certain knowledge or skills are gaining more and more popularity. Changing market requirements, as well as internationalization processes, affect business development and necessitate continuous self-development and training. In business education, the main criteria for evaluating the quality of education are: 1) the salary level of graduates; 2) demand for graduates of a separate business school; 3) assessment system for individual practical tasks; 4) qualification level of business school teachers; 5) material and technical support of educational space; 6) innovative approaches in teaching; 7) use of foreign experience to form training programs.

Implementation of innovative educational technologies in the educational process to develop students’ creative activity experience

Importance. Current conditions of society’s development initiate the introduction of new educa tional tasks at school; supposedly, education must include both knowledge development and the development of creative activity experience. Consequently, it is recommended to enrich the proc ess of education by the implementation of innovative educational technologies. Thus, a new think ing and creative approach to problem-solving among students would be formed. The purpose of the study is to develop students’ creative abilities through the implementation of innovative educa tional technologies in the educational process.Materials and Methods. The choice of research methods is determined by the peculiarities of studying the historical and pedagogical process. This specificity has identified the following meth ods as fundamental: analysis of psychological, pedagogical and methodological literature, synthe sis, comparison, included observation, generalization of the data obtained.Results and Discussion. Innovative technologies implementation creates plenty of possibilities for both teachers and students. Teachers can solve different educational tasks, and students can solve problems on their own through trial and error and reach their goals, which prerequisites the forma tion of creative qualities of personality. The use of such methods has a positive influence on stu dents because it develops their creative abilities, independence, activity, logical thinking, builds their self-confidence, and helps to get rid of stereotypes and barriers. Innovative technologies im plementation adds necessary emotions and creates an atmosphere for productive work.Conclusion. The application of innovative technologies in educational process contributes to the expansion of students’ general cultural outlook; the development of their intellectual and creative abilities, research and organizational skills, business and communicative qualities; the formation of value orientations, civic mindedness and skills of life in society.

Many researchers agree that the main activity of the university is the provision of educational services. But they do not give an unambiguous definition in what form the service exists, what is meant by the product or product of the university, as well as how the concepts of "educational service" and "quality of education" are related and also practically do not ask the question of what role the subjectivity of the consumer plays (students, etc.) in the consumption of these services. On the one hand, it is obvious that the problem of consumption of educational services is largely a problem of the quality and price of education: the quality of educational services and prices for educational services. Experts who talk about the development of a person's creative and predictive abilities in relation to the ethical component in the changing educational and social conditions believe that at present, especially, more and more new requirements are imposed on the quality of education. Taking into account the constant variability of the social environment, the very concept of "quality of education" in the future will constantly transform. On the other hand, the problem of formulating the concept of "educational services" has not yet been resolved. In general, an educational service is a complex process aimed at transferring knowledge and skills (competencies) of a general educational, professional nature to the consumer in order to satisfy and develop personal, group and social needs. The quality of educational services changes due to changes in the qualifications of personnel, material and technical base and other elements inherent in the educational process, as well as the quality of students, including their learning ability and other characteristics. The purpose of the study is to analyze the problems of subjectivity in the context of the consumption of educational services.

CURRENT STATE OF EDUCATIONAL QUALITY MANAGEMENT IN HIGHER EDUCATIONAL INSTITUTIONS

The article provides a comparative analysis of different approaches to ensuring the quality of higher education in Ukraine. The concept of "quality of education" is characterized as a set of knowledge, skills and abilities that a future specialist acquires during his studies at a higher education institution, forming his information potential. The quality of higher education is the foundation for the development of democracy in Ukrainian universities, strengthening public trust and increasing the international prestige of Ukraine. It is found that ensuring the quality of education in Ukraine is carried out using three main mechanisms: internal quality control in educational institutions, external assessment and control by state bodies, as well as a quality management system at the level of bodies responsible for education policy. Recent years in Ukraine have been marked by significant progress in the formation of the legal framework for the introduction of a system of guaranteeing and ensuring the quality of higher education. It is noted that the current quality of educational services in Ukraine is being formed under the influence of a full-scale invasion that began on February 24, 2022. The main measures that contributed to the stabilization of the situation in the field of quality of educational services are outlined. These include providing psychological assistance to higher education applicants, creating appropriate conditions for learning, flexible and clear planning of the educational process, ensuring effective communication between all participants in the educational process and active interaction. All these measures have a direct impact on the further development and implementation of the higher education quality management system. They reflect modern realities and make quality standards and principles more adapted to today's requirements. The system of ensuring the quality of higher education in Ukraine is based on a combination of national strategic planning documents (such as the National Doctrine of Education Development), international standards (ISO 9001) and legislative acts. The main elements of this system are academic integrity as a fundamental principle that ensures trust in the results of the educational process, an effective accreditation and licensing system, a unified assessment system and material and technical support. Several alternative models of quality management in higher education in Ukraine are considered and characterized, in particular the TQM, EFQM and IQMS models. It is noted that the responsibility for choosing a model of quality management of educational services lies with the management of the educational institution. This choice must be justified and take into account both internal factors (goals, resources) and external (needs of society). The study confirmed that the quality of higher education in Ukraine is a multidimensional concept that encompasses the level of knowledge, skills and abilities of graduates, as well as a system of management and control mechanisms. Further development of the quality management system of higher education in Ukraine should be based on an integrated approach that takes into account both global educational trends and national challenges, ensuring a high level of specialist training and international recognition of Ukrainian universities.

The author analyzes the main definitions of the researched problem: "educational technology", "pedagogical technology", "learning technologies", "innovative technologies". The essence of innovative learning technologies is characterized. The main innovative technologies are aimed at the development of professional competencies of teachers of vocational training and set a new vision of scientific and practical experience. The importance of the role of the use of innovative technologies in the professional activity of pedagogical workers of vocational (professional and technical) educational institutions is revealed, which effectively influences the increase of the level of professional competence of teachers. The author proves that introducing innovations in the learning process provides a high level of quality of vocational education, they should motivate and stimulate future skilled workers to receive the relevant demands of the market of vocational qualifications. The article defines the pedagogical conditions for the use of new technologies in the professional activity of teachers of vocational training. It is determined that the novelty of the experience is the training of students with the use of innovative technologies that qualitatively exceed classical education, so it is necessary to work with teachers: increasing the level of creativity of teachers, the desire for research, research work, providing psychological support for innovative pedagogical activities, the desire for self-development and self-improvement of teachers. The basis and content of innovative educational processes is innovative activity, the essence of which is to update the pedagogical process, the introduction of new formations in the traditional system. The use of modern innovative pedagogical technologies allows to create an effective system of education. The article indicates the trends in the development of educational technologies, methods of dissemination of innovations, which in the complex is due to objective factors: individualization of the educational process, the concept of national education of children and youth, variable learning systems (developmental, differentiated, etc.), methods of designing and modeling the life of the individual, a dialogic form of communication between the subjects of the educational process, a system for assessing the academic achievements of students.

Retracted article Purpose: the purpose of the article is the disclosure of environmental problems and prospects commercialization of intellectual property within development of innovative information technologies in the conditions of integration of economies into the world economy, identification of opportunities of forming, organization, financing, management, ownership, commercialization and protection of innovative technologies and intellectual property. Relevance of the chosen subject is caused by the current state of ecology and problems of commercialization of intellectual property in development of innovative information technologies within the conditions of integration of economies into the world economy. The existing changes of the current legislation and tendencies of development of the industry of innovative information technologies in field of ecology in the Russian Federation require cardinal review because of its low competitiveness. Ensuring sustainable development of the country directly depends on implementation of innovative information technologies, not only within the sphere of ecology, but also in all industries of the national economy of Russia. Especially important direction of development of innovations is the field of information technologies with its further implementation in innovative productions and provision of services with a focus on protection of ecology and healthcare. Methods: the methodology of the solution of objectives is based on usage of a method of dialectic research, methods of the economic analysis, forecasting, the situational and systemic analysis, expert evaluations and the analysis of empirical data. Results: in the process of researching the direction of solving environmental problems, the author studied foreign and Russian programs based on innovative technologies in this field and identified current proposals regarding the practical implementation of partnerships in the form of Public Private Partnerships PPPs. Conclusions and Relevance: the practical importance of the work consists in identification of intellectual property in the area of development of innovative technologies, forecasting of their economic activity, the choice of optimal models of financing for ensuring sustainable development of the country and competitiveness of the Russian innovative technologies on the world market.

The article is devoted to the relevant issue – the study of the peculiarities of applying such innovative technologies as artificial intelligence (AI) in the recruitment of personnel in modern companies, with the aim of optimizing recruitment costs and reducing the influence of the human factor in decision-making. It has been proven that the implementation of innovative technologies in personnel work is essential for adapting to modern market conditions, increasing efficiency, and improving interaction between employers and employees. Such modern technologies as artificial intelligence, social networks, automation of HR processes, remote work platforms, analytical systems, etc., significantly change the traditional approaches to human resource management, opening up new horizons for company development. Innovative systems make it possible to ensure the rapid analysis and assessment of candidates during hiring (recruitment), optimize personnel activities, minimize risks, and make effective HR decisions. In addition, the automation of personnel management processes allows for a quick response to external and internal environmental factors of the enterprise’s activities, enabling the company to promptly adapt to new labor market requirements. One of the main aspects of applying innovative technologies in HR is increasing the efficiency of recruitment and personnel management processes. Thanks to the use of AI, machine learning, and other technologies, automated systems enable a more accurate and objective candidate selection process. The analysis of this data set makes it possible to identify patterns in employee behavior, helps to predict potential problems, and allows timely influence on staff motivation and the overall efficiency of the company’s operations. The purpose of the paper is to highlight modern artificial intelligence tools that can be used to improve the efficiency of recruitment processes. Methodology. The implementation of innovative technologies is essential for adapting to modern market conditions, increasing efficiency, and improving interaction between employers and employees. Modern technologies such as AI, social networks, HR process automation, remote work platforms, analytical systems, and others are significantly transforming traditional approaches to human resource management, opening new horizons for company development. Attention has been drawn to innovative recruitment technologies in the hiring process, and their effectiveness has been demonstrated. Based on the results of research of existing trends in the recruitment services market, the advantages and disadvantages of artificial intelligence (AI) in recruitment were analyzed, and practical examples were provided. Attention is drawn to the fact that the application of AI simplifies and accelerates personnel selection processes, employee performance evaluation, and other aspects of human resource management, making them even more precise and objective. The research has shown that AI serves as an assistant, not a replacement for a specialist, and currently it cannot be compared to human intelligence, as it only helps to more quickly automate and optimize recruitment and HR management processes. Practical implications. Under modern conditions, one of the key factors for the successful functioning of companies and a tool for enhancing their competitiveness is the proper selection of employees who must possess the necessary level of qualifications, skills, and competencies. The organization of labor in any company has certain features determined by the specifics of its operations. It should be noted that the use of new approaches based on modern innovative technologies and the latest personnel consulting tools significantly increases the efficiency of the personnel selection process. Value / originality. In scientific discourse, recruitment is recognized as one of the technologies for successfully implementing personnel policy, allowing for job evaluation, creation of a competency profile, identification of optimal recruitment channels, evaluation of candidates, and their support during the adaptation period using both comprehensive and individual approaches, thereby contributing to the effective formation of the enterprise’s human resources potential with the required level of professional knowledge and skills. However, it should be noted that in most cases, research on innovative technologies in recruitment is developing rapidly, with new tools and opportunities constantly emerging, requiring new challenges and further investigation.
