Abstract

The article considers the category of "unified system of public power". The analysis and comparison of the terms "public authority" and "publicity" is carried out. The analysis concludes that not all public authorities have equal publicity. The author considers the concept of "public power system" in a narrow and broad sense. In a narrow sense, "the system of public power" and "the structure of public power" are synonymous. In a broad sense, the system of public power includes three subsystems that are interconnected and mutually conditioned. At the same time, in a broad sense, not only authorities, but also institutions capable of influencing state policy can act as subjects of the public power system. Such entities will include political parties, public organizations, etc. Functionally, the bodies are interconnected regardless of the legal nature and type of body. Therefore, the system-functional unity was formed under the influence of various objective factors.
