Abstract

The development process of a new world order, globalization 4.0 (based on science, technology and innovation), is under analysis, as well as the new global challenges. The role of fundamental science as the basis of education and the most important competitive advantage of a state is emphasized. Arguably, the new technologies require an appropriate culture, and its insufficient level can be the cause of many man-made disasters. Fundamental scientific knowledge makes it possible to deliver a strategy for the state development and ensure its sustainability. The key strategic priorities in the formation of a new science and technology policy are: improving the quality of life, eliminating the scientific and technological gap, regional development, defense and security.
