Abstract
The article is devoted to the consideration of the essence of the formation of the theoretical and practical foundations of the personnel management system as a basis for ensuring the competitiveness of agricultural enterprises. The main tasks of the personnel management of an agricultural enterprise are personnel potential that is able to provide the enterprise with a stable market position, economic stability and high competitiveness. Due to the effective use and management of personnel, the implementation of the optimal strategy and management concept, the competitiveness of modern agricultural enterprises is ensured. The purpose of the article is to determine the goals, tasks, generalization and systematization of the functions of the personnel management system as a basis for ensuring the competitiveness of agricultural enterprises in modern conditions. The term "personnel management" was analyzed. It was established that the personnel management system ensures the acquisition, acquisition and accumulation of knowledge by employees and is the basis for their professional implementation. It forms the prerequisites for the implementation of innovative activities, because the knowledge of employees turns into the company's own intellectual capital. The features of personnel management, basic principles, constituent elements of the management system, goals, functions, consideration of methods of the personnel management system, and its use in order to ensure the competitiveness of the enterprise are revealed. It has been proven that various approaches, techniques, and methods can be used to implement an effective personnel management system at agricultural enterprises, based on a systematic analysis of the state of the managed object, that is, various methods, which include: administrative, economic, socio-psychological. Peculiarities of modern methods of enterprise personnel management are considered. Personnel management is formed with the help of scientifically developed evaluation methods, which must correspond to the structure of the enterprise, the nature of the personnel's activities, the goals of the evaluation, and be simple and understandable; include 5-6 quantitative indicators, combine written and oral tasks. Measures and stages of building an effective personnel management system in agricultural enterprises that will ensure their competitiveness on the market are proposed.
