Abstract
The purpose of this study was to find the structural problems of public sports club project and seek for improvement plans. The Public Sports Club project is the project subsidized and promoted by the Ministry and Korean Sport & Olympic Committee(KSOC). As such, a qualitative research was conducted for this purpose. Twelve research participants were selected via criteria group method. The data was collected through in-depth interviews with the participants, and it was then analyzed using textual analysis. The results of the research are as follows: Four structural problems of the public sports club project were figured out by this study. Firstly, there was a dilemma for the business direction between public nature and profitability. Secondly, the project is conducted and promoted by central government and organization indiscriminately without the peculiarity and distinct characteristic of local circumstances. Thirdly, there was no specific and independent management agency which supports and supervises the public sports clubs. Lastly, lack of identity of the public sports clubs made no specialty to the public. Here are the improvement plans to the problems. Firstly, the business structure should be modified as the subsidy lasts three to five more years continuously. With the ongoing subsidy, the public nature of the clubs will be stronger and it will also strengthen platform to reinforce profitability. Secondly, there should be another modification of the business structure regarding regionalism. The consideration towards flexibility concerning regionalism can make difference for more sports club-friendly direction and procedure of the project. Lastly, the legislation supporting sports clubs should be done as soon as possible. With this legal support, public sports clubs project will solve the core structural problems and have clear roles and functions to promote sports to the public.
