Abstract

The peculiarities of professional training of specialists working at a Supervision and Security Department in Ukraine and abroad are highlighted in the article. It has been revealed that terms of training specialists in the centers of advanced training and staff retraining for the SCES of Ukraine (in Bila Tserkva, Khmelnytskyi, Dnipro) and also the results of its studying are not similar to European approaches of the specialists’ training. Pedagogical conditions are the following: adding to the programs of academic disciplines issues, which ensure training for realizing dynamic, procedural and physical safety; joining theoretical training together with a practical one; appointing experienced teachers to be the heads of practice. The conclusions state that: 1) the amount of personnel’s functional responsibilities in Ukraine and in European countries differs both in the field of interaction with the management of an institution and structural units, and in the field of social work, assistance in preparing a convict for reintegration, re-socialization after release, etc.; 2) the essence and terms of training specialists of a Supervision and Security Departments must last from 2 to 4 years and be completed with the qualification of a “skilled worker” or educational and professional degree, that is obtained at the initial (short cycle) of higher education “junior bachelor” level or getting the first level (bachelor) of higher education, and not be limited with short-term initial training and advanced training courses; 3) the training process should be oriented towards mastering both theory and practice. For this purpose, specially trained heads of practice, mentors, who will train future specialists to realize physical, procedural and dynamic security, should work in penal institutions.The prospect for further research is development of a professional profile of an employee of Supervision and Security Department, taking into accounts the European approaches and requirements that are put to the field of activity of a specialist and his personal qualities, knowledge, skills and abilities.
