Abstract
The study is aimed at identifying the features of the public administration system in modern Russia by analyzing such essential characteristics of municipal government as “city” and “urban environment” and determining the influence of these definitions when choosing a further goal-setting vector during the transformation of existing national projects, as a form of effective implementation by the state of social guarantees. The material was prepared using general scientific research methods within the framework of a systematic approach to the study of the above-mentioned issues (deduction, comparative and problemchronological methods).
