Методичний підхід до обґрунтування параметрів обрису Збройних Сил

Abstract

An important task solved by the theory of construction of the Armed Forces (AF) is the justification of the parameters of the outline of the AF for the projected period.The outline of the AF is a set of parameters (indicators) that characterize: the quantitative and qualitative composition, the structure of the AF in general, the types of the AF and branches, the Logistics of the AF, the troops which are not included in the AF, the types and branches of the AF, management system, manning system; the organizational structure of associations, unions and units, the equipment of the AF with armament and military equipment, infrastructures, training and accumulation of mobilization resources, organization of military service and training of personnel.The Armed Forces are considered as a complex organizational and technical system, the central component of which is the grouping of troops (forces), which should be created to reflect aggression. Other components of the AF should ensure the effective use of the grouping of troops (forces).In order to substantiate the parameters of the outline of the AF in the article, a set of indicators describing the functioning of the components of the AF is presented.According to the proposed methodological approach, when substantiating the parameters of the outline of AF, the following are determined:- threatening directions on which war conflicts can be solved;- the purpose of the military conflict, the composition, forms and methods of using the forces of a possible enemy;- the form of the use of own troops to counter the forces of the enemy;- measures to develop the components of the AF;- projected assignation of construction of the AF and allocation of resources for the implementation of the development of the components of the AF;- rational way of conducting military operations grouping of troops (forces) which is assumed to be in a dangerous direction;- the required combat composition of the grouping of troops (forces) in a dangerous direction;- options for building other components of the AF;- combat composition of the AF taking into account other directions and reserves;- military composition of the AF of peacetime;- the integral indicator of the outline of the AF, which allows to assess the changes in the outline of the AF in the course of changing the measures to develop the components of the AF.Parameters of the outline of the AF are determined on the basis of the obtained data on the condition of each component of the AF.The justification of the parameters of the outline of the AF ends with the assessment of the person making the decision on their admissibility. If the parameters of the AF do not meet the requirements, adjustments are made for the development of the components of the AF and the calculations are repeated.The proposed methodological approach to the justification of the parameters of the outline of the AF can be used during program-goal planning of their construction.
