Abstract

At present, methodological issues related to the development (reform) of the Armed Forces (AF) have become particularly relevant for a number of factors.First, the events of recent years in the East of the country require a review of approaches to planning the development (reform) of the Armed Forces.Second, the maximum feasibility of the combat potential of the Armed Forces in a military conflict in terms of resource constraints can be achieved only with their balanced composition, which must be taken into account when planning the development (reform) of the Armed Forces.Third, the intensive development of means of armed struggle requires a revision of priorities in the planning of development (reform) of the Armed Forces.Fourth, the planning of development (reform) of the Armed Forces must meet the requirements of rational use of resources to achieve the most effective implementation of the tasks of the Armed Forces.Therefore, the existing approaches to the planning of development (reform) of the Armed Forces require improvement, taking into account these factors.The article examines the methodological provisions of the military-strategic and resource-economic substantiation of the development (reforming) of the Armed Forces using the target-oriented planning method.The essence of the program-targeted method of planning the development (reforming) of the Armed Forces consists in the transition from planning the development of the Armed Forces according to the species characteristic to the creation of complex programs that combine the military budget, the tasks of the Armed Forces for the long term with the prospects for organizational development and the development of weapons and military equipment.According to the methodological approach given in the article, the composition of the aircraft is determined sequentially, by forming options for their construction and choosing rational ones from them, using the taxonomy method. The composition and structure of the Armed Forces is determined by the integrated unification of the constituent systems, taking into account the restrictions on the allocated resources.The application of the methodological approach under consideration makes it possible to determine the structure and composition of the Armed Forces services, combat arms and other components of the Armed Forces, that is, the predicted parameters of the Armed Forces at the end of the program period for planning their development (reform).In the future, the above methodological approach can be used to develop a methodology for planning the development (reform) of the Armed Forces.
