Abstract

The ICT sector creates a powerful potential for ensuring the competitiveness of the national economy and the quality of life of the population. However, the current state of development of the digital economy system of Ukraine is insufficient, which is confirmed by the low positions of our country in the ratings of leading international economic organizations. Particularly problematic areas have become: training of personnel and activation of scientific and research work in the ICT sector; information and communication technology of enterprises of the real sector of the economy; accelerating the digital transformation of the national economy; modernization of digital infrastructure; development of the information society; formation of the system of interaction of e-business, e-government, e-society. All this leads to a slowdown in the pace of development and realization of the potential of the ICT sector, limiting the inflow of investments and cash inflows into the sector and the economy in general, and reducing its share in the country's GDP and export potential. A number of positive trends in the digitization of the economy, although they ensure the formation of a full-fledged infrastructure for the functioning of the ICT sector and the expansion of the scope and volume of activities of its subjects, but this does not sufficiently ensure the strengthening of the financial security of the sector. In order to ensure the financial security of the ICT sector of Ukraine, taking into account the problem-target orientations of the development of the sector and the functional components of financial security, it is necessary to provide for the implementation of the following tools: modernization of the personnel training system and implementation of investment projects for the activation of R&D of subjects of the ICT sphere; implementation of specialized credit programs supporting ICT products for the real sector of the economy; improvement of the fiscal policy of the digital transformation of the economy and society; stimulating the involvement of ICT companies in the implementation of development projects for the modernization of digital infrastructure; activation of innovative and technological activities of subjects of the ICT sector in the consumer market of digital communication; formation and development of the national ecosystem of digital transformation.
