Abstract
The article is aimed at assessing the legal principle of budget balance from the standpoint of the feasibility of achieving budget balance in practice. The preference of a balanced budget is substantiated from the point of view of several factors (economic, legal and psychological), and an attempt is made to identify potential risks of a legal, political and social nature in conditions of systematic budget imbalance. The article is based on a meta-subject approach to the concept of budget balance and proposes to proceed from the need for a comprehensive assessment of this phenomenon.
