Abstract

The article presents problems and opportunities in development of coastal passenger shipping, its role in the system of sustainable development of Odessa and Odessa region. At present, due to the existing social and political situation in Ukraine and in the world, number of cruise vessels entering the Black Sea is decreasing. Therefore, it is needed to find alternative ways to attract tourists to the Odessa region, as well as opportunities for the development of inland sea tourism. The resurgence of coastal navigation using coastal vessels can contribute to this process. In favor of the need of coastal shipping development shows the fact that the number of motor vehicles used to carry residents and visitors of Odessa, both within the city and to the rapidly developing coastal areas, is also increased. Unfortunately, Odessa region coastal transport infrastructure cannot provide with maritime transport services that meet international standards. It also analyzes current condition and world experience of coastal passenger traffic in Black Sea Region and overseas, tourist potential of Odessa and Odessa Oblast for renewal of coastal shipping by using small vessels. We systematized factors that raise difficulties for development of passenger maritime transportation in the region and suggest solutions for creation of maritime transport and tourist traffic of Odessa that will increase reputation and marketability of Odessa region according to standards of European seaside resorts. The creation of a competitive water transport infrastructure is an important part for the sustainable development of the Odessa region. Statistics about the numbers and reasons of accidents involving small-sized vessels were analyzed, practical recommendations for ensuring of safety passenger transportation were given. In the article we also consider possible development of inner water transport as a component of city public transport and the role of public authorities were designated. There were emphasized advantages for city and region in solving problems of infrastructure provision for recreation area that will help in solving ecological problems and attract tourist to our region.

Систематизовані фактори, що перешкоджають швидкому розвитку морських пасажирських перевезень в регіоні.
