Abstract

To respond more efficiently to environmental issues of high policy importance recently, the current legal authority and financial structure between the central government and local governments in Korea are examined and institutional problems are derived. This study emphasizes the role of local governments and the need to secure their own financial resources by analyzing the legal and financial structure between the central and local governments, not just reviewing the regional nature of environmental issues dealt with by previous studies.
