Abstract

Strengthening technological sovereignty is becoming one of the key management tasks. However, in scientific terms, the topic needs serious study. The article discusses theoretical and practical approaches to the formation of technological sovereignty, gives the author’s definition of technological sovereignty, and suggests practical ways to strengthen it. A variety of theoretical approaches to its study is noted, which requires the coordination of targets, terminology, techniques, etc. Based on the analysis of the existing legal framework, statistics, and comparison with foreign experience, the need to build a legal framework for technological sovereignty, strengthen the system of scientific and technological forecasting, update the list of critical technologies, account for and support the value chains formed by them, and increase attention to the development of science and education is revealed. Variants of the legal formalization of technological sovereignty and their inclusion in management practice, ways of using the organizational mechanisms existing in the military-industrial complex to strengthen technological sovereignty are proposed.
