Abstract

As economic democracy has become a core issue in government policies, promoting win-win relationships between economy parties emerges as a major matter of concern in various industries. In the construction industry, win-win issues are traditionally concerned with relationship between general and specialty contractors with less attention to client-general contractor relationship, which is a starting point of win-win relationship between general and specialty contractors. The objective of the study is to identify win-win barriers between public clients and general contractors and to discuss their key characteristics and implications. The study identifies major win-win barriers and highlights that unfair treatment of general contractors' contractual rights in relation to change orders and extension of time has greater negative impacts on public client and general contractors' win-win relationship.
