Abstract

The labor market today is one of the most complex elements of the market economy of Ukraine. Researchers consider the current situation to be a crisis and such that it produces labor poverty, a decrease in the economic activity of the able-bodied population, the expansion of forced labor, the separation of the population into socially vulnerable groups and a number of other problems. Thus, the tasks of state regulation of the labor market, solving the problem of effective employment of the population, creating a labor market, and preventing mass unemployment and migration become particularly relevant. The state of the labor market in Ukraine and its regions requires constant analysis and monitoring. Assessing the level of competitiveness of regions in terms of labor market indicators is faced with the need for a joint analysis of many different socio-economic indicators. Thus, the task of rating labor markets in the regions of Ukraine can be reduced to the task of streamlining multidimensional objects and determining the most competitive one, which makes it possible to use a taxonomic procedure to solve this problem. The aim of the study is to determine the rating of the regions of Ukraine on the main socio-economic indicators of the labor market, which have the most important influence on its functioning. The article identifies the main trends in the national labor market at the present stage of state development and analyzes the state of regional labor markets using the taxonomic method. The advantages of this method are highlighted and applied to the rating of regions by main labor market indicators: amount of economically inactive population, employed population, number of vacancies, population size, average wage, wage arrears, unemployment rate, number of registered unemployed, registered labor migration. The results of the taxonomic analysis allowed to rank the regions of Ukraine on the main indicators of the labor market in 2017, to divide them into four groups. The article presents the main vectors of labor market reform that are required by the problems found. It is proved that it is necessary to radically change the place of labor market issues in the system of priorities of the state socioeconomic policy.
