Разработка системы информационного обеспечения процедуры предоставления прав пользования водными объектами (на примере зоны деятельности Амурского БВУ)

Abstract

Special features of implementation of one of the functions of Federal Agency of Water Resources, that is the right for water bodies’ use, as well as difficulties specialists face within the framework of this right realization have been considered. Results of development of the information support system procedure for water bodies’ use right entitlement in the Amur BWA zone are presented. They enable to simplify and properly arrange the decision making process in performing certain administrative procedures when rendering this governmental service. The information support system is based on the mapped register of the used water bodies with the use of geo/information system presented by a set of the vector layers and attributive base. The register contains data on marine water bodies water areas entitled for use on the territory of the Russian Federation constituent members covered by the responsibility of the Amur BWA (Kamchatka, Maritime, Khabarovsk krays, Sakhalin Oblast and Chukotka Autonomous District). Data on fish-breading reaches and sea ports boundaries are included into the register, too. Thus, for the first time the information system enabling simultaneously operate various spatial data in the sphere of water use to facilitate managerial solutions adoptions has been developed.
