Abstract

The prepared article reflects the results of a study of the forms of organizing the coordination of territorial-sectoral interactions in rural areas. A trend of steady decline in the number of rural population and a decrease in the number of rural settlements has been revealed. The results obtained showed that despite the growth in agricultural production noted in recent years, the level and quality of life of the rural population as a whole lag significantly behind the standard of living in cities, and at the same time it is difficult to involve agricultural enterprises, integrated formations and other business entities in solving social problems - economic tasks of the development of territories by administrative methods without taking into account their own economic interests and opportunities. The level of wages in agriculture remains low compared to other sectors of the economy. During the study period, the level of employment in agriculture in the Russian Federation decreased by 10%. In order to overcome the negative phenomena, it is proposed to bring the management system of the integrated socio-economic development of rural areas into line with modern requirements, make it more democratic and efficient, for which it is necessary to create qualitatively different organizational conditions for the joint activities of enterprises and other business entities located in the same territory, using elements of cooperation and integration that have justified themselves in practice, progressive domestic and foreign experience. At the same time, the basis for the formation of territorial-economic associations should be, first of all, the need and interest in organizing joint activities, the expediency and profitability of combining the resources and production potentials of several business entities for this. One of the forms is the formation of a territorial-economic association for the socio-economic development of rural areas on the basis of a voluntary association of enterprises and business entities, both industrial and non-industrial, and municipal governments on the scale of a rural area.
