Abstract

The subject of the study is a complex of social relations arising in the process of providing social support measures to the population of the region through the use of new information and communication technologies. The purpose of the work is to identify methodological tools that contribute to improving the effectiveness of providing social support to the population. As a result of the study, it was revealed that the decreasing number of labor resources of the Chelyabinsk region can be replenished by immigrants from other regions and migrants, which requires a comprehensive assessment of the impact of demographic and economic factors on the employment level of the population of the Chelyabinsk region. Based on the diagnosis of labor resources and the level of employment of the population of the Chelyabinsk region, proposals are put forward to increase the number of working-age labor resources and assess the effectiveness of these proposals. It is emphasized that the labor resources include the able-bodied population of working age. Consequently, for the growth of labor resources, the level of employment should increase due to the economically inactive population or the growth of migration. By analyzing the dynamics of employment of the population of the Chelyabinsk region in 2020-2021. a regression model is constructed that demonstrates a tendency to decrease the share of the employed population in the total number of economically active population.
