전파정보 수요조사와 개방 방안 연구

Abstract

ICT 산업의 패러다임과 무선통신 서비스 진화에 따라 전송매체인 전파에 대한 수요가 급증되는 상황에서 전문가 및 일반국민을 대상으로 주파수, 무선국 및 연구개발 자료등 전파와 관련된 전파정보 수요조사를 실시하였고 이를 바탕으로 수요자가 요구하는 개방의 우선순위를 정하였다. 또한, 미국, 영구, 호주, 일본 등 해외 주요국의 전파정보개방 현황, 개방 원칙 및 예외사항, 개방시스템 등을 분석하였다. 본 논문에서는 이러한 분석을 통해 우리나라의 전파정보 개방 전략 방향성을 수립하였으며 향후 과제로서 법제화방안 및 전파정보를 효율적으로 관리 및 통제할 수 있는 체계의 수립을 제안하였다. As ICT industrial paradigm changes and wireless communication services evolve, demands on spectrum information are soaring. We conducted demand survey of experts and public in general on spectrum information and prioritized what we should disclose. And we looked into overseas cases and analyzed their policy, the current status, exceptions for opening spectrum information. In this paper, we suggested a direction on how to make spectrum information public in Korea. Also, we made a proposal to establish management system and legislation for opening spectrum information.
