Abstract

The article is devoted to the formation of the strategic potential of railway transport enterprises in order to ensure their competitiveness. The theoretical and methodological basis for the formation of the strategic potential of enterprises, which allowed to determine its key components. The essence and characteristic features of strategic potential of the enterprises are found out. It is concluded that the strategic potential of railway transport enterprises is determined by the composition and condition of the most important resources, competencies and abilities, the degree of their compliance with the strategic goals and objectives of development, the ability to ensure the sustainability of the economic system to the influence of the external environment and strengthen competitive positions. It is determined that in the adaptive component of the strategic potential of the enterprises of the railway industry the main conditions for effective management are professionalism, organization and integrity of senior managers, their ability to deeply work out the problems and predict the development of the situation. Stages of management of formation of strategic potential of the enterprises of railway transport including such sequence of implementation are clarified: diagnostics of the current level of strategic potential; assessment of level of its use; decision-making on management of strategic potential; the implementation of strategic capacity; monitoring the implementation; the revision of the strategy according to its relevance. It is concluded that the assessment of the level of use of the strategic potential of railway transport enterprises should be carried out using a generalizing coefficient on the criterion of compliance with the overall strategy of the enterprise. At the same time, the priority of the study of qualitative characteristics brings to the fore the method of expert assessments, which also allows to optimize the calculation algorithm. It is noted that at the last stage of management of formation of strategic potential of the enterprises of railway transport there is a change or adjustment of strategy of their development, namely revision of the purposes of the enterprises of railway transport in respect of their compliance to changes in the external environment.
