Abstract

The purpose of this study was to explore the international expansion strategies of China’s vocational education system by investigating Luban Workshop as an example. Luban Workshop is a new international cooperation platform based on China’s vocational education system. As a closed link with the Belt and Road initiative, it has been established in more than 10 countries within a short period of time to support overseas expansion of companies and ultimately promote China’s soft power. In this study, we investigated the purpose and current state, analyzed features of operating systems and strategies and challenges, and presented suggestions for further development of the Luban workshops in the world as well as implications for Korea’s vocational education system and soft power promotion. The findings are as follows: first of all, Luban Workshop has been developed based on EPIP(Engineering Practice Innovation Project) vocational education model developed in China, bilingual based materials and platform and state-of-the art facilities. Also, operation strategies are as follows: diverse cooperative relationships through public-private partnership, efforts to improve the quality, and sharing unique Chinese culture as well as technology standards. Although there are limitations such as shortage of teachers and materials, we can expect Luban Workshop will become a great resource for the expansion of China’s soft power.
