Abstract

The article reveals the peculiarities of the organization of social services in the conditions of war. It was determined that the organization of social services in Ukraine is regulated by the Law of Ukraine "On Social Services" and the Decree of the Cabinet of Ministers of Ukraine "On the Organization of the Provision of Social Services". It was established that in connection with the introduction of martial law in Ukraine from February 24, 2022, there were changes in the organization of social services in war conditions, which are regulated by the Resolution of the Cabinet of Ministers of Ukraine "On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine Regarding the Provision of Social Services in the Case of introducing a state of emergency or martial law in Ukraine or some of its localities". It was found that the Ministry of Social Policy, which organizes work on the provision of social services under martial law, recommends that local authorities develop mechanisms for the provision of social services in emergency (crisis) situations, especially to citizens and internally displaced persons in the territories of hostilities. It was determined that in view of the fact that hostilities are taking place in Ukraine, it is recommended to provide emergency social services to provide the necessary assistance to the citizens of Ukraine (in cases where the usual order of organization cannot be applied). It is established that decisions on the provision of emergency (crisis) services are made by the authorized body or subject of the provision of social services in a timely manner, and the provision of these services is guaranteed within one day. It was found that in order to expand the possibilities of providing social services in wartime, the criteria for the work of social services during war or disaster have been simplified, in particular, workers and volunteers who do not have documents confirming their professional level can participate in the provision of services. Instead, social service providers, who must meet certain criteria, must prepare and provide housing for service recipients and workers.
