Abstract

The article considers the problems of assessing the innovative development of the region. A comparative analysis of various methods and systems for assessing the innovative development of regions used in the Russian Federation and abroad has revealed a problem of insufficient objectivity both in the list of indicators and in evaluation indicators. The problems of statistical monitoring of the region’s innovative development in Russia have been identified, problems using of criteria indicators. Many indicators do not meet the target indicators of the Innovation Development Strategy of the Russian Federation during the period up to 2020. The methods and some new indicators proposed by different researchers have been analyzed. It was revealed that the known statistically observable indices in different combinations are mainly used. All indicators used are positive (most lack normative and recommended values), evaluating which it is impossible to determine the readiness for innovative activity and its effectiveness. It has been found that the management of innovative development of the regions and the formation of managerial decisions to support innovative development should be based on reasonable criteria, indicators. The idea of innovation (as is customary with the Chinese), its essence is considered; the necessity and significance of preliminary preparation for innovation of both enterprises and the region are revealed. On the basis of the essential approach, the concept of innovative development has been supplemented: it involves self-initiated or forced radical renewal of the region’s internal environment. There are proposed possible new criteria-indicators of innovative development of the region, which are called key negative indicators: possible and/or necessary abandonment of the market share, curtailing the production of certain goods of services, leaving the existing market and participating in the creation of a new one, reducing the life of innovative goods, reducing the share the market of old goods, the elimination of certain production and logistics chains, the reduction in the volume of production of old products, the cancellation of old fixed assets and others. The use of new – negative criteria-indicators of the innovative development of the region, along with the positive known indicators will help motivate the active innovative behavior.
