Abstract

The development of the personnel potential of local self-government bo- dies, which will meet all the scales of the ongoing changes in society, is one of the significant units of the general mechanism for the implementation of the socio-economic development of the Russian Federation. All citizens are involved in municipal governance, since it is in the society that personnel for the municipal service are prepared, and the personnel of local self-government bodies are formed directly from the community. The article studies the definition of «human resources», the components of the structure and assessment of human resources. Also, the article defines the specifics of human resources in the municipal service, since municipal employees are a key link in the management system for the efficiency and effectiveness of local governments in the short and long term. Competent management decisions made on issues of local importance depend mainly on the level of development of human resources. The main goal of developing human resources is to train managers who are able to effectively make decisions in the new socio-economic conditions of a market economy. The article identifies the main problems in the development of human resources, including the level of professional development of municipal employees, their age changes, insufficient competence of applicants participating in competitions for filling municipal service positions and inclusion in the personnel reserve, especially for highly specialized positions, the need to develop recruitment mechanisms and adaptation of personnel, etc. Based on the identified problems, the article proposes directions for the development of human resources in the municipal service, including the determination of the forecast of the need for staffing, as well as the need for technical support personnel for the activities of the management apparatus in local government bodies; the application of a promotion system for local government employees; transformation of the mechanism for assessing the performance of employees through certification, as well as the development of a personnel reserve and its effective use.
