The article examines its emergence as a concept and analyzes related theories. The author examines the transition of the phenomenon of public relations from the economic sector to the administrative sector and examines the process of its acquisition of the status of a mechanism of public administration. In conditions where the mechanisms of administrative coercion are alien to the democratic style of management, public relations have acquired particular importance in terms of managing the masses.
