Abstract
The purpose of the article is to analyze the legal foundations of public observation, the processes of formation of practices at the level of the Russian Federation and regions, including in Tambov region. The article concerns with the influence of public observation of electoral processes on the socialization of civil society institutions and the increase of the legitimacy of electoral procedures, the formation of political culture and models of political behavior. It is stressed that the Public Chamber of Russia, the Public Chambers of subjects, NPO take part in elec-toral processes both at federal level and at municipal level. Political and legal norms regulating the activities of public observers, technologies and principles of organizing public control are given. The article deals with the phenomenon of public control with-in the prism of elections. The author evalu-ates the effectiveness of this work and for-mulates recommendations for it improve-ment. As a result of the research, the author draws the conclusion that the norms regulating public control, including public observation of elections, require the development and refinement of law enforcement practice, increasing the autonomy of civil society institutions within electoral procedures, selection of surveillance technologies, interaction with other participants in the electoral process.
