Abstract

The article demonstrates that a key condition for the development of territorial communities (TC) formed in the process of decentralization in Ukraine is the ability of their local self-government bodies to ensure the social consent of their population in the communities regarding the purpose, goals and objectives of joint development with the observance of social justice for all members of the communities. However, due to the fact that most of the known recommendations on the management of TC activities are focused only on the personnel of local self-government bodies of the TC, and the population as a plurality of members of households, personnel of small and medium-sized businesses, institutions and organizations, various associations of citizens to Recently, they have not been considered as participants in the management process, the methods of their involvement in this process with the effective use of the intellectual resources of the community remain insufficiently studied.
 Based on the analysis of well-known models of management of the behavior of human resources in change processes, the expediency of their combined use to manage the achievement of consensus by both management bodies and the population of the TC in the processes of making, making and implementing decisions on important issues of its socio-economic development is substantiated. A combined formula of the energy of change with characteristic conditions for reaching a consensus, formed by the results of managerial influences, recommended for implementation by managers and functionaries of the governing body, is proposed.
