Abstract

The article reviews forms of participation of state authorities in solving the problems of local self-government in the context of public authority reform in the Russian Federation. We describe the powers of public authorities of regions in the field of legal regulation of local self-government. We demonstrate the tools for delimiting the competence of the regions and local self-government. We analyse the mechanisms of participation of state authorities in the formation of local self-government bodies. We determine the role of subjects of the Russian Federation in interbudgetary relations. We identify and characterize various types of financial support measures for municipalities. The advantages of legal regulation mechanisms and legislative conflicts are revealed.
