Abstract

The article presents the results of the study of the theoretical and methodological foundations of the functioning of enterprises in the conditions of the formation and development of the biotechnological direction of the economy. It has been proven that the contribution of high-tech innovative bioclusters increases the competitiveness of the national economy of countries, ensures the well-being of the population, contributes to policy reform, strengthening the production and trade potential, and the development of innovations to create economic activity and public benefit. It has been proven that effective active innovative bioclusters are one of the most effective tools for increasing the competitiveness of domestic enterprises and implementing reforms in the bioeconomic sphere. It is emphasized that the theoretical and analytical concept of bioeconomy is based on the reality of economic life and covers a specific network of processing and value creation, in which products from the main production sectors of biomass move through processing plants, trade and distribution networks, to the final consumer in the form of ecological products. It has been proven that when optimizing the management of bioclusters, it is advisable to expand the scope of the analysis of factors influencing the economic state of the biocluster, the balance of which will lead to the improvement of the system of its technical and economic indicators and the level of demand for ecological products. At the same time, it is recommended to include a system of norms and rules in the optimization model of the biocluster, as well as the process of forming economic mechanisms that express the strategy of the development of the biocluster during the coordination of the interests of its participants. In the research process, it was established that the goal of management is achieved more effectively if different optimization tools are used for a rigidly deterministic system (separate agricultural holding) and for flexible complexes where elements have more freedom. It is recommended to use a synergistic approach and a balanced system of indicators as a tool to ensure the optimization of the activities of biocluster participants. A principled model of cluster grouping based on an agricultural holding has been developed. An algorithm for connecting the main tasks of creating a high-tech innovative biocluster is proposed. It is proposed to include strategic maps, centers of marketing, analysis and strategic planning in the system of measures of a coordination nature.
