Abstract

The article is devoted to the analysis of the state and problems of the effectiveness of the national social dialogue in new realities. Current domestic and foreign publications, which highlight theoretical and methodological aspects and practical approaches to determining the effectiveness of social dialogue, primarily at the national level are analyzed. The article examines the institutional capacity of social dialogue to influence politics, its ability to ensure a consolidated position of social partners regarding political decision-making at the national level, in particular in the countries of the European Union. An analysis of the state, problems and prerequisites for increasing the effectiveness of social dialogue in Ukraine in terms of its ability to respond to traditional and new challenges in the field of social-labor and socio-economic relations from the standpoint of synergistic science has been carried out. In particular, social dialogue is considered as a meta-attractor, which should ensure the optimal level of social entropy through an adequate feedback mechanism between the state (subject of management) and society represented by key stakeholders. The role of establishing communications between the parties of social dialogue in the context of its overall effectiveness, the problem of the organizational capacity of social partners and responsible institutions of the national level to ensure their sustainability is considered more thoroughly. The author's approach to the analysis of the key factors of the effectiveness of social dialogue is proposed, namely: stable communication (completeness, reliability and objectivity of information that is the subject of the negotiation process and organizational capacity to ensure a stable communication process); positive social capital (stable political will to develop social dialogue, high level of cohesion of the parties and their mutual trust); responsible social partnership (conclusion of collective agreements at different levels with compliance of the content of the agreements with the needs and interests of the parties, responsible compliance by partners with the obligations assumed, public-private partnership in their implementation).
